There you have it. Two heads of state are personally texting billionaires to land AI infrastructure — while most governments wait for the investment to show up on its own.

Emmanuel Macron didn't send an aide. He requested the meeting with SoftBank's Masayoshi Son himself, negotiated the terms directly, and kept texting Son as they worked out the details. He pushed the power commitment from 2 gigawatts to 3. The result: SoftBank building 3.1 GW of AI data centers in France by 2031, part of a 75-billion-euro program.
France's pitch is simple and it's unbeatable right now: nuclear power. Stable, scalable electricity at the scale AI actually demands. You cannot fake that. You cannot regulate your way into it. You either have the grid or you don't.
Narendra Modi is running the other play — scale and speed. "India does not see fear in AI. India sees fortune in AI." Amazon just committed $48 billion to India, $21 billion of it earmarked for AI and cloud. Microsoft, Google, Intel all lined up in 2025. Hundreds of billions in commitments.
Now look at us.
We have the best companies on the planet — OpenAI, Anthropic, Google, Amazon. We invented this. And our biggest bottleneck isn't talent or capital. It's electricity we can't deliver and permitting nobody will fix. I have said this before: the grid is the new battlefield, and we are showing up to it in a wheelchair.
Here is the part nobody in Washington wants to hear: the deals that close are the ones a leader closes personally. Bureaucratic processes lose. Relationships at the CEO level win. Son's own account of texting back and forth with Macron proves the point.
Fix the power. Embrace nuclear. Fix the permitting. Stop treating the companies that will decide the next century like suspects.
Because the countries that don't fight for the buildout now will host the consumption end of AI and capture none of the jobs, none of the talent, none of the capability. They'll rent the future instead of owning it.
The dollar figures deserve scrutiny — a pledge is not a wire transfer, and a 2031 deadline is a long way off. That's a fair point. But the competition is real, and it is happening whether we engage or not.
Macron is texting. Modi is selling. The question is who's picking up the phone here.
