There you have it! The U.S. government and Sam Altman have spent over a year quietly negotiating a deal to hand Washington an equity stake in OpenAI, with "dividends for Americans."
They are calling it Universal Basic Capital.
Stop and think about what that phrase actually admits.
You don't pay people a dividend on their labor. You pay them a dividend when their labor is no longer the thing producing the value.
Trump floated it on Air Force One last Friday: make Americans "a partnership in this revolution... make them rich." Bernie Sanders is pitching his own version with a 50% one-time tax on AI firms. Newsom signed an order in May to study it. Ramaswamy wrote it up. Musk has his own flavor.
When Trump and Bernie are selling the same idea, that is not bipartisan harmony. That is both parties quietly preparing for the same problem and not saying its name out loud.
Here is the name: REPLACEMENT.
A government does not start engineering a way to send citizens "AI dividends" because the job market is healthy. It does it because it can see the wage is becoming optional. The machine that produces the growth no longer needs the human that used to produce the labor. I have been saying that for two years. Now the policy people are building the parachute.
And watch the other half of this deal, because nobody in the feel-good coverage wants to.
OpenAI has $14 billion in revenue, an $852 billion valuation, and $1.4 trillion in capital commitments it has to honor. Their own CFO floated federal loan guarantees in November and the market tanked. So now the pitch is "voluntary" equity.
An $852 billion company does not donate shares out of generosity. Once Washington owns a slice of OpenAI, Washington has a financial reason to never regulate OpenAI too hard. The referee just bought stock in one team. Fannie Mae and Freddie Mac made the same "everybody wins" promise before 2008.
So read this for what it is. Two stories in one.
One: a bailout dressed up as populism.
Two, and the one that should keep you up at night: your own government is now budgeting for a future where a dividend check replaces a paycheck. They are not debating IF jobs get replaced anymore. They are debating how to pay you after.
That is the entire premise of my book.
