There you have it. The US Army has one of the best technology leaders in the entire DoW sitting in room 3E620 at the Pentagon right now — and his door says "Acting."

Gabe Chiulli is the Acting Chief Information Officer of the United States Army.

He should be made permanent. Yesterday.

This is a guy who led the first Army program from on-premises to cloud at NGIC. He ran ECMA — the Enterprise Cloud Management Agency — delivering the Army's entire multi-cloud ecosystem. He served as Army ECMA CTO and delivered the Army's secure LLM workspace at IL5 and IL6.

When NGC2 had critical cybersecurity deficiencies, Gabe was the one who signed the memo calling it out. He didn't sugarcoat it. He wrote that the system was "vulnerable to insider threats, external attacks, and data spillage" because of a rush to push capabilities without oversight.

That takes guts. Most people in those jobs protect egos and the bureaucracy. Gabe protected the warfighter.

He won the 2025 MeriTalk AI Honors Award alongside Leo Garciga. He's been in the trenches — SETA to HQDA G2, supporting DOMEX, biometrics, and identity intelligence operations. This isn't a political appointee like me who showed up last week. This is a builder who has been delivering for the Army for years.

Dan Driscoll — Secretary Driscoll — make this official. The Army doesn't need another 6-month talent search. The right person is already in the chair.
