There you have it! Chinese open-weight AI models now outpace American ones on the two platforms where real builders actually work: Hugging Face and OpenRouter.

The numbers are not close.
Chinese open models hit 41% of Hugging Face downloads this spring, passing everything American. On OpenRouter, the six most-used models right now are all Chinese: Tencent, Xiaomi, DeepSeek, MiniMax, Z.ai. Anthropic's Claude Opus 4.7, the model Washington keeps arguing about, sits in seventh.

Washington spent years betting on one lever: keep the frontier locked up. Chip export controls. Licensing rules on who gets access. Hearing after hearing about who is allowed to touch GPT and Claude.
None of it matters when the other side gives the model away for free.
You cannot sanction a file that already sits on Hugging Face for anyone on the planet to download, inspect, and run on their own hardware. Open-weight means it is theirs the second they click. No API. No permission. No gatekeeper.
So while our policymakers guard the vault, CCP-linked firms are quietly becoming the default foundation that startups, universities, and yes, government contractors build on. That is not a market-share stat. That is an infrastructure-dependency problem with a flag on it.
I know exactly how this ends: the tool everyone learns on becomes the tool everyone trusts. Beijing understands that. We are still fighting last year's export-control war.
Closed frontier models are not the whole game. The open, permissionless layer is where the next billion developers start. And right now, they are starting on Chinese models.
This is fixable. American labs could flood that same layer with open weights and win the developers who actually ship. The question is whether we do it, or keep gatekeeping a vault while the builders vote with their downloads.
